By far this is no marketing scam. The low rates themselves are what spurred the type of marketing being used today by many institutions in the financial industry to attract potential customers. As of February 2, 2010 the current Prime Rate was 3.25%. The last time Prime Rate has been that low was in August 4, 1955. That was 55 years ago, which makes 2010 rates pretty historical.
