Writing a white paper calls for careful research skills, writing in an academic research paper style with careful referencing back to primary sources, and a force of persuasion that will be optimally acceptable to the target readership. Historically, a white paper was written by government as a persuasive instrument to induce the drafting of new legislation. Then, white papers became popular in marketing because executives needed cogent argument that were not self-serving in any way, in order to present the best arguments internally. Finally, the white paper can be used as the ACTION phase of an Action Research cycle.
Action Research in Organizational Analysis
Action Research was devised by psychologist Dr. Kurt Lewin in the 1940s, first at MIT, then further developed at the Tavistock Institute in London, UK. Action Research is an application of psychoanalytic concepts and techniques to the identification of organizational problems, and then devising methodologies for organizational change. Following the argument in Plato's Letter VII, Action Research emulates the seeking of knowledge via a circular metaphor of Name, Definition, Image and Knowledge.
In Action Research, the four phases, existing within the same circular metaphor, are REFLECTION, PLANNING, ACTION and OBSERVATION. Thus, following psychoanalytic technique, Action Research uncovers knowledge about the unconscious problems within an organization, and renders mutable interpretations back to the organization, so that it can correct itself.
